Question.
if that is an old block of flats, and it is, does it mean it is inhabited, yes, seems to be, no reason not to be, and if so, did they receive money for allowing the add banner to cover their windows, how much, why, were they all agreeing upon, and a bonus, their front view is towards a park. welp?

Some more commentary ON the topic: yeah, the money must be good, ’cause the visual impact is huge around that crossroad. Lots of traffic, buses, trams, pedestrians, shops, banks, company and state offices there.
I think people aren’t picky when they get money for free (i.e. not having to do anything about it). The problem occurs when they have to decide where should these money be fitted into the budget they must share. If I’m right, they don’t have a roof yet. But I have I wild guess they will have one, pretty soon.
